To offer various scholarships to support educational pursuits in the Parkersburg, West Virginia area. Qualifications: Applicants must be post-secondary student; must be student in Ritchie county high school; must demonstrate financial need; preference: technical and/or non-college educations; must be residents in the foundation's service area: Calhoun, Doddridge, Gilmer, Jackson, mason, Pleasants, Ritchie, Roane, Wirt, and wood counties in west Virginia and Washington county, Ohio. Selection criteria: Selection will be based on committee criteria; basis of overall exceptional character, promise, and initiative, must have obtained a PACF scholarship previously; consider the following: academics, activities/leadership, service, financial need.
