To provide a scholarship to those students in need achieve their educational goals. Qualifications: Applicants must be graduating seniors in the upper one-half of the senior class who attended Smiley Elementary School and are a well-rounded student. Financial need and past parent PTA involvement will also be a consideration. Selection criteria: Primary considerations for the selection of recipients are the qualifications stated above, and financial need.
